CORRECTIVE ACTION: Have a qualified Professional Engineer update the tank assessment and add the missing sections. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. Provide a copy of the updated assessment. This is a Class II violation. 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. OBSERVATION: The facility is only doing weekly inspections of the 1000 gallon used oil and 300 gallon used antifreeze tanks located in the basement. REGULATION GUIDANCE: (a)The owner or operator shall inspect,where present, at least once each operating day: (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to ensure that it is in good working order; (2)the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature gauges, monitoring wells)to ensure that the tank system is being operated according to its design; (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank system including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous waste (e.g.,wet spots, dead vegetation); and (5)for uncovered tanks,the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). (c)The owner or operator shall document in the operating record of the facility an inspection of those items in subsection (a)of this section. CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. This is a Class II violation. Overall Inspection Comments: Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by July 27, 2020. To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of having them sign.
