Versar, Inc. (Versar)has prepared this letter in
response to comments prepared by the Regional Water Quality Control Board, Central Valley Region
(Regional Board)as a result of their review of the work plan. The comments of the Regional Board are
presented in italics, and are followed by the corresponding response. This response to continents is
intended to amend the work plan to meet Regional Board requirements.
General Comments
In our 7 August 2000 and 12 September comment letters, the Regional Board requested further
investigation of the area that may contain buried tear-gas canisters. The Executive Summary of the
revised Preliminary Assessment/Site Investigation Report(received on 5 September 2003) recommends
preparation of a x,ork plan to investigate and remove the buried tear-gas canisters. However, the revised
Work Plann does not include investigation of this area. CARNG needs to provide a schedule for
development and implementation of a work-plan to investigate/remove the potential buried tear-gas
canisters. Please provide this schedule to the Regional Board and San Joaquin Environmental Health
Department by 7 November 2003.
Due to the potential risk posed by the reportedly buried tear gas canisters, the CARNG recognizes that
addressing this issue will require greater planning and resources than the other work included in the
PA/SI. In order to not delay the PA/SI work, the CARNG has wished to separate these two issues. In
response to the Regional Board's request, the CARNG suggests the following schedule, based on the
premise that funding is available this fiscal year(through September 31, 2003)to address the issue:
Submit Draft Work Plan for Excavation, Containment and Disposal of Potential Tear Gas Canisters
—February 27, 2004.
Regional Board Review of Draft Work Plan—30 calendar days
Submittal of Final Work Plan— 15 calendar days
Implementation of Final Work Plan—60 calendar days
• SACRAMENTO AREA OFFICE •
7944 MADISON AVENUE, SUITE 167 • FAIR OAKS, CA 95628 • TELEPHONE (916) 962-1612 FAX (916) 962-2678
