Meeting Minutes <br />Stockton Army Aviation Support Facility (AASF) — Site Inspection (SI) <br />Technical Project Planning (TPP) — Meeting 1 and 2 <br />Preliminary Assessments and Site Inspections (PA/Sls) for Perfluorooctanesulfonic Acid (PFOS) and <br />Perfluorooctanoic Acid (PFOA) Impacted Sites <br />Contract No. W912DR-1 2-D-001 4, DO W912DR17F0192 <br />Wednesday, 24 February 2021 <br />1100-1230 <br />* Notes: ARNG-G9 - Army National Guard -G9; CAARNG-California Army National Guard; RWQCB California Regional Water <br />Quality Control Board <br />Ms. Sarah Stinger (AECOM) welcomed participants and reviewed the purpose of the meeting, outlined the <br />agenda, and led a roundtable of introductions for everyone on the virtual Technical Project Planning (TPP) <br />meeting. The meeting was a combination of TPP1 and TPP2 with the purpose of discussing the Army <br />National Guard (ARNG) Per- and Polyfluoroalkyl Substance (PFAS) Preliminary Assessment (PA)/Site <br />Inspection (SI) program, the Stockton Army Aviation Support Facility (AASF) PA findings, and proposed SI <br />approach. <br />Presentation slides and additional data were provided to participants prior to the meeting and are included <br />in Attachment A. Key points that supplement the presentation are summarized below. <br />A safety moment was provided to the participants which covered the safety procedures established in the <br />United States Army Corps of Engineers (USACE) Engineering Manual (EM) 385-1-1. A Programmatic <br />Accident Prevention Plan (APP) and Site Safety and Health Plan (SSHP) have been prepared in <br />accordance with EM 385-1-1. The site-specific SSHP was developed concurrently with the Uniform Federal <br />Policy -Quality Assurance Project Plan (UFP-QAPP) so that as risks related to the proposed sampling <br />approach were identified, mitigation strategies were developed and documented in the SSHP. Additionally, <br />pandemic awareness and safety protocols will be been incorporated into the SSHP to address field work <br />being completed during the Coronavirus Disease 2019 (COVID-19) pandemic. <br />Programmatic Discussion (Slides 5-8): <br />• TPP Meeting Goals <br />• The ARNG PA/SI program is contracted through the Baltimore District of the United States Army Corps <br />of Engineers (USACE) with support from other districts but is managed by the ARNG. <br />• The program follows the Comprehensive Environmental Response, Compensation, and Liability Act <br />(CERCLA) progress. <br />• The first step in the CERCLA process is the PA, which has been finalized for this facility. The ARNG <br />has performed PAs at approximately 200 facilities across the country to determine the likelihood of <br />release and whether any complete pathways to drinking water receptors exist. The final results of the <br />PAs determine whether a specific site would move to the SI -phase or be recommended for No Further <br />Action, per the CERCLA process. <br />• The primary goal of the SI is to determine the presence or absence of PFAS at the source areas and <br />facility boundary; nature and extent would be determined during a Remedial Investigation (RI). <br />• Participants for TPP1 and TPP2 introduced themselves and included representatives from ARNG, <br />CAARNG, California Water Board, and AECOM.
