On January 1, 2006, AB 2277 became effective, it was later . <br /> amended by AB 1447 (2007), which established certification requirements for appliance <br /> recyclers. Anyone not certified by DTSC is prohibited from removing certain materials, <br /> many of which are hazardous wastes, from discarded major appliances. These <br /> materials, known as Materials that Requires Special Handling (MRSH) may not be <br /> disposed of in the garbage or at a solid waste facility, and include: <br /> • Mercury found in switches and temperature control devices. <br /> • Used oil from compressors and transmissions. <br /> • Chlorofluorocarbons (CFCs), Hydrochlorofluorocarbons (HCFCs), <br /> and other non-CFC replacement refrigerants injected in air- <br /> conditioning/refrigerant units (these may be removed by certified <br /> refrigerant technicians without CAR approval). <br /> • All metal-encased capacitors and any parts that contain encapsulated <br /> polychlorinated biphenyls (PCBs) or Di-ethylhexylpthalate (DEHP). <br /> • Any other material that is a regulated hazardous waste. <br /> The law also prohibits anyone from transporting, delivering, or selling discarded major <br /> appliances to a scrap recycling facility unless one of three conditions is met: <br /> 1.) the appliances have not been crushed, baled, shredded, sawed, <br /> sheared, or otherwise processed and the receiving scrap recycling <br /> facility has been certified by DTSC or; <br /> 2.) the appliances have been crushed, baled, shredded, sawed, sheared or <br /> process processed in a manner that could result in the release, or <br /> prevent the removal of MRSH, and the person provides written evidence <br /> 0 Printed on Recycled Paper <br />
