Immediately locate a copy of all bills of <br /> lading or manifests for lead acid batteries for the last three years, maintain them on site, and submit copies to the <br /> EHD. <br /> This is a Class II violation. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> The metal spill containment under the two used oil totes was observed with oily liquid inside and saturated absorbent <br /> strips in it to absorb the oil. According to Mr. Hightower, the water from rain gets into the spill containment and <br /> absorbent is used to remove all oil from the water, while the water is left to evaporate. All facility communications or <br /> alarm systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, <br /> shall be tested and maintained as necessary to assure its proper operation in time of emergency. Spill containment <br /> shall be maintained clean and dry at all times. Immediately begin this practice. <br /> This is a minor violation. <br /> 407 CCR 66261.7(f) Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> Nineteen empty 55 gallon drums which previously held hazardous materials and wastes were observed in the <br /> hazardous waste storage room with no empty labeling. A 55 gallon drum which previously held oils and other <br /> materials was observed in the maintenance area marked as empty without a date. Containers larger than five gallons <br /> that previously held a hazardous material shall be marked with the date they were emptied and managed within one <br /> year of being emptied. Immediately mark and manage all empty containers per this section. <br /> This is a repeat violation, Class ll. <br /> 605 CCR 66262.34(f) Failed to completely label containers or tanks of hazardous waste. <br /> A 55 gallon blue steel drum of used oil was observed in the maintenance area without the words hazardous waste, a <br /> physical state, or an accumulation start date. A 55 gallon blue poly drum of used antifreeze was observed in the <br /> maintenance area with only the contents and the accumulations start date labeled.
