OBSERVATION: The facility did not have exception reports on site for Uniform Hazardous Waste Manifests (UHWM)011058132FLE from 12/7/17 and 000231983DAT from 3/12/19. REGULATION GUIDANCE: (a)A generator who does not receive a copy of the manifest with the handwritten signature of the owner or operator of the designated facility within 35 days of the date the waste was accepted by the initial transporter shall contact the transporter and/or the owner or operator of the designated facility to determine the status of the hazardous waste. (c)A hazardous waste generator who does not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste is submitted,within 60 days from the date that the hazardous waste was accepted by the initial transporter, shall submit to the department a legible copy of the manifest,with some indication that the generator has not received confirmation of delivery. (d)Generators shall submit the information to the department at: DTSC Report Repository, Generator Information Services Section, P.O. Box 806, Sacramento, CA 95812-0806 CORRECTIVE ACTION: Locate a copy of the destination facility signed manifests and send a copy to the San Joaquin County Environmental Health Department(EHD). If the destination facility signed manifests cannot be found then send to DTSC a copy of each generator signed manifest and a statement that the designated facility signed copy was not received by the generator. DTSC address is DTSC Report Repository, Generator Information Services Section, PO Box 806, Sacramento, CA 95812-0806. Provide a corrective action statement to the EHD within 30 days. This is a Class II violation. 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. OBSERVATION: These hazardous waste containers were observed in the hazardous waste storage area with incomplete labeling. One 40 gallon plastic drum labeled as"Waste Non-RCRA liquid Ds"was missing the words "Hazardous Waste", name and address of the generator, contents/composition, and hazardous properties. One 40 gallon plastic drum labeled as"Waste oxidizing liquid"was missing the words"Hazardous Waste", name and address of the generator, and contents/composition. REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition (contents), accumulation start date CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department (EHD)within 30 days. This is a minor violation.
