Roger Schiaffino,Assistant Branch Manager, demonstrated on the facility's computer system that <br /> the spilled Scofield Dry Shake Color Hardener is hazardous waste. Roger printed a hazardous waste label for the <br /> spilled material and stated that the spillage will be cleaned up, placed in a 5 gallon bucket, and labeled as <br /> hazardous waste. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean up the color hardener spillage. Manage the waste according to Title 22 <br /> California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department describing the storage and final disposition of the cleaned up <br /> waste. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Notes: <br /> -The inspection report was amended by removing violations 102 and 402. <br /> An inspection report was provided to the facility operator on the day of inspection. The report was amended <br /> and replaces the initial report. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 7/30/2020. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
