SAN J O A Q U I N Environmental Health Department <br /> —COUNTY-- AMENDED <br /> 9/24/2019 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> HECTOR REYNOSO MOBILE SERVICE 1055 S Stockton St, Stockton September 19, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 403 CCR 66262.34(d)(2)Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> OBSERVATION:The following open hazardous waste storage containers were observed on-site: <br /> In the back storage area: <br /> -One blue 55 gallon poly drum containing diesel waste(1/2 full)had 2 open bung holes. <br /> -One white 55 gallon poly drum containing diesel waste(full)had an open bung hole. <br /> -One white 55 gallon poly drum containing used oil (1/5 full)was missing a ring to go around the lid to keep it shut. <br /> -One truck oil pan containing used oil(1/4 full)did not have a lid. <br /> -Two black 10 gallon drain pans containing diesel waste(full)were missing lids. <br /> In the wash bay,one 10 gallon drain pain containing used antifreeze waste(full)did not have a lid. <br /> REGULATION GUIDANCE:A container holding hazardous waste shall always be closed during transfer and <br /> storage, except when it is necessary to add or remove waste. <br /> CORRECTIVE ACTION: Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 406 CCR 66261.7 Contaminated container not marked with date emptied or managed within one year of being emptied. <br /> OBSERVATION: In the back storage area, approximately 26 empty 55 gallon drums and one 30 gallon drum were <br /> empty without a proper label. <br /> REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous <br /> waste must be managed per Title 22 California Code of Regulations(CCR)section 66261.7. Refer to this section <br /> and California Department of Toxic Substances Control guidance for more information. <br /> CORRECTIVE ACTION: Immediately label all empty containers with the date they were emptied and manage <br /> within one year of that date. Manage the container per Title 22 CCR section 66261.7.
