Owner, Dabb Gurmeet, indicated that he has not provided hazardous waste training to his <br /> employees. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San <br /> Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous <br /> waste. <br /> This is a minor violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> According to the sign on the side of the drum,the used absorbent is placed back inside the absorbent container for <br /> reuse.The lid to <br /> the container was observed open and not closed properly.The gasoline vapors are being allowed to evaporate. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. <br /> Immediately contain all gasoline contaminated absorbents in properly sealed containers to prevent vapors from <br /> escaping into the environment and manage according to Title 22 hazardous waste regulations. Submit a statement <br /> and supporting documentation explaining how this waste was managed. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 10/6/2019 . <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
