In addition, the RMP was submitted for the contact
information change (see attached pdf) early last week.
As this is an inspection in relation to previous ownership, please advise on any additional information you would like to
review on Thursday(e.g. specific corrective actions Sierra was to address); I would like to make your time spent at the
facility as productive and efficient as possible.
Thank you for your time,
Alexander Reynon
Thatcher Company,Inc.
Plant Manager
Stockton,CA
Cell:209-471-5815
Office:209-983-8298
Ilrr
From: Bazley, Greg<Bazley.Greg@epa.gov>
Sent: Monday,July 22, 2019 9:48 AM
To:Alex Reynon <Alex.Reynon @tchem.com>
Cc: Ryan Hiatt<Ryan.Hiatt@tchem.com>; Alaniz,John <jalanizl@sjgov.org>
Subject:Worst Case Scenario (WCS) and RMP Contact Info
Good morning Alex,
In reviewing your facility's worst case scenario (WCS) for chlorine I noticed the model used is from the Chlorine Institute
Pamphlet 74 Edition 6. On September 12, 2017, the Chlorine Institute issued a memo suspending the use of Pamphlet
74 due to unacceptable modeling methodology and resulting short distance to endpoint. The memo is attached. Please
reevaluate your WCS and we can discuss further on Thursday. I would also encourage updating contact information
within your RMP which is no longer accurate.
Thanks,
i
