j <br /> Site Investigation and No Further Action Request Repo <br /> R&L Diesel Services, Project#051111 T96W <br /> Since 1954 <br /> 1.0 INTRODUCTION <br /> 1.1 Project Description <br /> On behalf of R & L Diesel Services (R&L), TabE r Consultants (formerly Western <br /> Resource Management) has prepared this Site Investigation and No Further Action Request <br /> Report for submittal to the San Joaquin County Enviror mental Health Department (SJCEHD) <br /> and Central Valley Regional Water Quality Control Board (CVRWQCB). This report presents <br /> the results of investigations conducted in accordance with Taber's July 30, 2008 Site <br /> Assessment Report, Site Conceptual Model and Site Ir vestigation Work Plan, modified at an <br /> April 7, 2009 meeting with SJCEHD personnel Margaret Lagorio and Nuel Henderson. Further, <br /> this report summarizes all of the results from previous subsurface sampling and analyses and <br /> presents a site conceptual model all in support of the request for No Further Action at the <br /> subject site. <br /> 1.2 Site Location and Description <br /> ,r R & L has operated a diesel repair business at 417 West Lane in Stockton (Figure 1) <br /> since 1957. The site is bounded by West Lane to the East, Klinger Road to the south, <br /> commercial property to the north, and a Union Pacific rail line to the west. The site is paved and <br /> F,'! <br /> includes a bermed steam cleaning area, a dynamomet r, and a number of concrete block and <br /> metal buildings housing maintenance, parts storage an J office facilities (Figure 2). <br /> 1.3 Site History and Previous Subsurface Investigations <br /> bin <br /> n In April 199 R&L abandoned a waste oil underground storage tank (UST) in place by <br /> filling with concrete. No soil samples adjacent to or beneath the tank were collected for analysis <br /> during UST abandonment activities. <br /> FOn February 26, 2007, two direct-push soil borings were advanced and soil samples <br /> collected at sixteen (16) feet below ground surface (bgs). Concentrations in the soil sample <br /> Fifrom the tank top were below the laboratory's detection levels. However, Total Petroleum <br /> l <br /> Hydrocarbons, as Diesel (TPH-D) and volatile organic compounds (VOCs) were detected in the <br /> soil sample collected from beneath the tank. The resul s of this investigation are presented in a <br /> June 8, 2008 Report of Investigation. <br /> In March 2008, Environeering, Inc. (EI) advanced four direct-push Geoprobeo soil <br /> borings to further define the lateral and vertical extentf petroleum hydrocarbon contamination. <br /> " Borings B1 and B2 were vertical borings drilled four fe t <br /> unorth of the former UST and five feet <br /> - west of the fill pipe for the former UST, respectively (Fi re 2). Boring B1 was advanced to 44 <br /> feet bgs and boring B2 was advanced to 48 feet bgs. orings B3 and B4 were slant borings <br /> drilled 11 feet northwest of the fill pipe and 11 feet soot west of the fill pipe, respectively. <br /> Boring B3 was drilled 24' from vertical to a total length f 32 feet (approximately 29 feet bgs) <br /> and B4 was drilled 180 from vertical to a total length of 4 feet (approximately 19 feet bgs). <br /> Results are discussed further in the Analytical Results Fnd Site Conceptual Model (SCM) <br /> jsections of this report. <br /> 1 <br /> I 't <br />
