Harding Way <br /> Stockton, CA 95203 <br /> Subject: R & L Diesel SITE CODE: 0001694 <br /> Stockton, CA West Lane SITE <br /> #: 39000 <br /> k <br /> a <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the "Report of <br /> Investigation" (Report) dated May 18, 2008, prepared by Environeering, Inc. for the above <br /> subject site and provides the following comments. <br /> In a letter dated July 20, 2007, the EHD informed you that further investigation of contamination <br /> found beneath the former waste oil underground storage tank (UST) was required,. that the <br /> California Regional Water Quality Control Board, Central Valley Region 'Appendix A - Reports <br /> Tri-Regional Board Staff Recommendations For Preliminary Investigation and Evaluation of <br /> Underground Tank Sites" (Tri-Regional Guidelines) should be used as a guidance document, <br /> and that all work and reports which require geological or engineering evaluations must be <br /> performed under the direction of an appropriately California registered or certified professional. <br /> An appropriately California registered or certified professional for the work performed and report <br /> prepared for your site would be either a Professional Geologist (PG) or a Professional <br /> Engineer, Civil (PE Civil) according to the California Business and Professions Code and the <br /> Board of Geologists and Geophysicists. Although, the report was reviewed by Thomas E. <br /> Ballard, PG, there are no statements that indicate he was in responsible charge of the work and <br /> report that were completed by Guy Roy, a Professional Engineer, Chemical, who does not have <br /> the appropriate registration to have responsible professional charge for the work and report <br /> preparation. The EHD informed Mr. Roy of this requirement prior to performance of the work, <br /> so he resubmitted the work plan signature page with Thomas Ballard's stamp and signature on <br /> it. The EHD interpreted this to mean Mr. Ballard was in responsible charge of the work to be <br /> performed and the report to be prepared. <br /> The drawings/measurements in the Report are not consistent with the EHD information � <br /> lkr <br /> (observed and provided) noted during performance of the work. According to the EHD ?field <br /> notes there were four push point borings advanced on March 6, 2008.. The first boring. was <br /> vertical and placed about four feet north of the former UST. The. EHD was informed that this <br /> boring. reached a total depth of 43 feet when the equipment could no longer push the probe and <br /> that the soil from the boring appeared "clean" to total depth. Since the work plan had proposed <br /> collecting a water sample and groundwater was not encountered, a second vertical boring was <br />
