F
F
2417 West Lane, Stockton
Page 2
The EHD fife for the former waste oil UST refers to different sizes of the UST (i.e. 200
gallon, 500 gallon, 600 gallon). In order to know the depth to the bottom of the UST
where samples are to be collected, the construction of the tank should be confirmed.
The work plan proposes manual sampling from two vertical borings. In discussing this
with your consultant this was confirmed to be hand augering to obtain the soil samples.
The preferred investigation is to perform slant borings in order to obtain soil samples
from beneath the UST. The work plan implies that only manual sampling could occur
inside the building. Please be advised that probe borings, performed by equipment
inside a van that is driven into the building, can be used to slant bore and obtain soil
samples from beneath the UST. It appears from the picture provided in the work plan of
the transmission building that a van can be driven into the building.
i
An EHD well permit must be obtained for exploration holes (borings)whether they are
performed manually or mechanically. If the depth o the boring is limited to 10 feet,
specific registered professionals can obtain the permit. If the depth of the boring is
greater than 10 feet, a C-57 licensed contractor must obtain the permit.
The work plan proposes analyzing the soil samples for TPH as diesel and motor oil. The
analysis required to be performed on soil samples, to sufficientfy investigate for waste oil
contamination, is for TPH as gasoline and diesel using EPA Method 8015M or 8260;
BTEX using EPA Method 8020 or 8260; chlorinated hydrocarbons using EPA Method,
8010, 8240 or 8260; MTBE, TBA, DI PE, EtBE, TAN E using EPA Method 8260, metals
using ICAP Method 6010 or AA Method 7000; PCB using EPA Method 8270 or 8080. '
In order for EHD to properly evaluate your site for releases from UST's the concerns
discussed above should be addressed in an addendum to the submitted work plan.
If you have any questions contact me at (209)468-3449.
Donna Heran, RENS, Director
Environmental Health Department
Margaret Lagorio, Supervising REHS
Unit IV
a
c: Environeering Inc. —G.W.
