The Phase I Environmental <br /> Site Assessment was conducted as part of a prospective sale of the property. The Phase I identified the <br /> following Recognized Environmental Conditions (REC) which will be addressed as part of the scope of <br /> work laid out in this work plan: <br /> • Long-term use of the property as a diesel engine and/or tractor repair facility since at least the <br /> late 1930s. <br /> • Use of two separate septic systems on the property, one for a residential structure and one for a <br /> commercial structure. The residential structure and associated septic system were removed <br /> from the property in 2006. The commercial structure and associated septic system are still <br /> present and in use on the property. <br /> • Potential for a Vapor Encroachment Condition (VEC) in connection with the former 600-gallon <br /> waste oil UST and former 1,000-gallon gasoline UST. This REC was in error as the site has been <br /> closed by both the Regional Water Quality Control Board and San Joaquin County. <br /> • Waste water and sludge was observed in the drain within the steam cleaning area. <br /> Background <br /> The subject property is located on the west side of West Lane, 160 feet north of Klinger Road, in a mixed <br /> commercial/light industrial and residential area of Stockton, California. The subject property comprises <br /> two parcels totaling 1.198-acres, developed with a diesel engine repair facility and engine parts retail <br /> facility, known as R & L Diesel Service.
