C-) <br /> WORK PLAN <br /> Check for the Presence of Contaminants Adjacent to a Waste <br /> Oil Tank Closed in Place in April, 1988 <br /> Check for the Presence of two Additional USTs On-Site <br /> 1.0 Introduction 1 <br /> R& L Diesel Services (R& L) operates a diesel repair and parts business at a site located <br /> at 2417 West Lane in Stockton, CA. A Site Location Plan, copied from a Phase I Site <br /> Assessment completed by AEI Consultants in October, 2004, is included as Figure 1, and <br /> a Site Map, copied from a Phase I Site Assessment completed by All Environmental, Inc. <br /> in October, 1994, modified to reflect recent changes, is included as Figure 2. <br /> An underground used oil tank was closed in place by R& L in April, 1988, by filling <br /> with concrete. The work was approved and witnessed by the San Joaquin Local Health <br /> District(SJLHD). Soil samples were not taken from under the tank at that time as the <br /> company relied on CCR Title 23, Chapter 16, p 7.9 (d),which stated that leak detection <br /> monitoring could be used to demonstrate that no unauthorized release had occurred. The <br /> SJLHD did not issue a closure letter at the conclusion of the closure in place, and now <br /> requires soil samples be taken and analyzed before a letter will be issued. This work plan <br /> covers the work proposed to secure these samples. <br /> I <br /> The underground tank is located in the Transmission Shop under a concrete slab. Lack of <br /> headroom precludes using standard drilling rigs to secure the soil samples. Available <br /> options include using a special drill rig capable of drilling horizontal, or a manual soil <br /> sampler. The horizontal drill would have to set up outside the building, approximately <br /> 100 ft. from the UST. Therefore, we propose to use the manual soil sampler, as described <br /> 1 � <br />
