in the Discussion, Section 4.0. Figure 3 is a picture of the Transmission Shop, looking in
towards the location of the underground used oil tank.
In addition, while the test equipment is on-site, the company will investigate the possible
presence of two other underground tanks in front of one of the Parts Buildings. While
never used by R& L, a long time employee says that he believes there were two small
tanks (one diesel, one gasoline) in place prior to R& L buying the property. Should
evidence of these tanks be found, soil samples will be taken adjacent to the tanks, and the
tanks will either be closed in place or removed. Figure 4 shows two views of the
suspected location in front of one of the Parts Buildings.
2.0 Site Description
R& L Diesel Services is located at 2417 West Lane in the city of Stockton, San Joaquin
County, California. The property is bounded by West Lane to the east, Klinger Road to
the south, commercial property to the north, and a Union Pacific rail line to the west. The
property is paved and includes a number of wooden frame, concrete block and metal
buildings, housing maintenance, parts storage and office facilities. R& L purchased the
property in 1958, and established their diesel repair business.
3.0 Purpose of Investigation
The objectives of this investigation are to determine whether or not there is any current
evidence of leakage from the used oil tank which was closed in place in 1988, to
determine whether or not there are underground tanks in front of one of the parts
buildings, and, if so, is there evidence of leakage from either tank.
2
