4.0 Discussion <br /> R& L closed an underground used oil tank in place on 4112188 by filling with concrete. <br /> The closure was approved and witnessed by the San Joaquin Local Health District <br /> (SJLHD). Soil samples were not taken at this time, as tank testing showed the tank to be <br /> free of leaks. <br /> R& L requested a closure letter from the SJLHD on 2/29/89. The SJLHD did not <br /> respond. Current requests to the San Joaquin Environmental Health District (SJEHD), <br /> and the State Water Resources Control Board, failed to secure a closure letter pending <br /> demonstration through soil sampling,that the tank did not leak. This work is being <br /> undertaken to secure the required soil samples. <br /> In addition, R&L plans to use the manual soil sampling equipment to determine whether <br /> or not two additional underground tanks exist on site, and, if so, to secure soil samples <br /> adjacent to these tanks to determine whether or not they leaked. R& L never used these <br /> tanks, but is undertaking this investigation to ensure that the site is completely free of <br /> USTs. <br /> 5.0 Procedure <br /> The used oil tank under the concrete slab in the Transmission Shop is reported to be a <br /> 500 gallon, vertical tank. Thus, the tank dimensions will be approximately 4 ft. diameter <br /> by 5 ft. high. Two 12 in, holes will be cored in the concrete slab floor over opposite sides <br /> of the underground tank as shown in the sketch in Figure 5. Using the manual sampler, <br /> one hole will be advanced to contact the top of the tank and thus establish the depth of <br /> cover. The sampler will then be moved outward and advanced to a point past the top of <br /> the tank. The sampler will then be moved to the opposite side of the tank, and advanced <br /> similarly past the top of the tank. If the tank is encountered in either of these probings, <br /> the sampler will be moved accordingly and the manual drilling repeated, until two bore <br /> holes are advanced on either side of the tank to a point 12 inches below the bottom of the <br /> 3 <br /> s <br />
