I
Eli
Site Assessment Report,Site Conceptual Model, and Site Investigation Work Plan
R&L Diesel Services,2417 West Lane, Stockton, California, 95205
4.0 PROPOSED SCOPE OF WORK
s
This description of the scope of work documents the advancement.of six soil-borings to further
define the extent of petroleum hydrocarbon impacted soil"and groundwater north of the historical
spill site (Figure 5). i
t5
All work will be performed in accordance with County regulations, California Code of
F, Regulations, Title 23, Section 2647 and 2648, and the California Department of Water
Resources Bulletins 74-81 and 74-90. Drilling and well installation activities will be overseen by
a California Professional Geologist.
4.1 Project Planning and Permitting 1
WRM will obtain the required boring and well installation permits from the San Joaquin County
F
EMD and work plan approval from the CVRWQCB.
Underground Service Alert (USA) will be notified a minimum of 48 hours prior to the installation
of the soil borings to locate any utilities in the vicinity of Ithe planned boring and well locations.
As a further precaution against encountering underground utilities during drilling, the upper five
feet of all borings will be hand augered.
i
Prior to initiating fieldwork, a site-specific health and safety plan (HASP) will be prepared. The
HASP will include safety procedures for work to be performed, chemical hazard information, site
safety officers, and a medical emergency location. The,HASP will be kept on site at all times
during the site investigation work.
4.2 Soil Boring Advancement
i
—_-
WRM will advance to five soil bonngsto groundwater using a limited access rig (LAR)and
t track-mounted, direct push and auger techniques, ifnee ded, to further define the lateral extent
of impacted soil north of the spill-area at-the-site. WRMiwill twin prior borings B1,'B2 and B3
(two vertical borings and one slant boring), and step out, as space allows, to advance three new
borings at the locations shown on Figure 5.
4.2.1 Soil Sampling and Analysis
i
During advancement of the soil borings, undisturbed soil samples will be collected from acetate
sleeves or brass tubes. A field geologist will log each of the undisturbed soil samples for
k hydrogeologic and lithologic characteristics according to the Unified Soil Classification System
and screen each sample for organic vapors using a phatoionization detector (PID). All borings
will be continuously logged to the.extent site conditions permit.
[.
Based on field observations and PID measurements, up to two soil samples will be collected
from proposed borings B-1 A, B-2A and B-3A and up to five soil samples will be collected from
borings B-5, B-6 and B-7 to be submitted for laboratory'analysis. The soil samples will be
sealed with Teflon®sheets and plastic end caps, labeled, placed in Ziploc®sealable bags,
packaged in an iced cooler, and transported with chain-of-custody documentation to a state of
California-certified hazardous waste testing laboratory for analysis. Each of the soilas miples will~
be-analyzed-on a standard turn-around time for TPH-D and.TPH:-G by-EPA_`M6thod-8'015M'and-,
Fvolatile organic compounds, including BTEX'and-PCE, by EPA Method 826W
I
9
