Jim Crandell 40 - 2 - % 23 August 2005
• Based on the available information, the wastewater ponds still appear to be the most likely on-
going source of contaminants degrading groundwater quality; staff believes the investigation
should be focused on them.
In the 15 February 2005 Conditional Approval correspondence, staff did not review the Groundwater
Monitoring Well Installation Workplan portion of the report because no new monitoring wells were
proposed. Addendum No. 2 now proposes four new groundwater monitoring wells. The following
comment on the workplan is provided:
• The Groundwater Monitoring Well Installation Workplan, states that groundwater may occur at
relatively shallow depths. Therefore the length of the cementibentonite grout should be
maximized. Consider limiting the bentonite transition seal to no more than three feet.
Staff has the following specific comments on the work items listed in the Addendum No. 2 document:
• Consider relocating proposed Well MW-10. It is located at the upgradient edge of a land
application area. The data that will be provided from that well will be difficult to interpret.
Consider moving the well to an area upgradient of the land application area.
• The existence of a stillage pond is referenced in the Addendum No. 2 but its location is not
presented on the figures. Please clarify the existence and location of any historical ponds that
may have existed on-site.
• Ponds are visible on the east side of the railroad tracks on Figure 2. Please provide information
on the ownership and use of the ponds. If access is available, you may want to expand the
investigation to determine if the ponds are impacting groundwater quality.
By 24 September 2005,please submit an addendum to the Groundwater Monitoring Well Installation
Workplan and Addendum No. 2.
