Jim Crandell - 3 - 15 February 2005
• Groundwater samples shall be collected from the first saturated interval. Additional samples can
be collected from deeper intervals if desired. If multiple intervals will be sampled, please
describe how mixing of groundwater from different depths will be prevented.
• Please describe what physical parameters will be logged while pushing the CPT.
• Please describe any evidence of a perched groundwater zone. Staff's review of the boring logs
does not indicate a perched zone exists. Even if a perched zone exists, it is considered
groundwater from a regulatory protection perspective.
• Please describe how the CPT holes will be grouted.
Staff believes the wastewater ponds are presently degrading groundwater quality and the 15 March 2004
Preliminary Groundwater Evaluation Report prepared by Kennedy/Jenks Consultants stated additional
investigation was warranted. The Groundwater Characterization Workplan should focus on collecting
data necessary to determine if groundwater is being degraded. Because the workplan does not describe
an investigation that will resolve the degradation question, it must be revised.
Groundwater Monitoring Well Installation Workplan
Staff did not review the Groundwater Monitoring Well Installation Workplan portion of the report at this
time because no new monitoring wells are proposed. Staff believes that the results of the CPT
investigation will delineate the areas in which additional wells are needed. At that point, Robert
Mondavi Winery shall submit an addendum that identifies proposed well locations and staff will provide
comments at that time.
By 11 March 2005, please submit an addendum to the workplan. If you have any questions on this
conditional approval, please telephone me at(916) 464-4616.
TIMOTH R.
