CLEANUP AND ABATEMENWER NO.
ROBERT MONDAVI CORPORATION 5
ROBERT MONDAVI WINERY
SAN JOAQUIN COUNTY
and wastewater management plans, as well as systems that will Protect underlyingDRAFT
groundwater from degradation by the discharge of process wastewater. The workplan
shall detail the location at which samples will be collected, sampling frequency, and
constituents to be analyzed.
b. A Wastewater Treatment and Disposal System Evaluation Workplan that describes the
sampling, analytical activities, and evaluation of the existing process wastewater
treatment, disposal, irrigation systems and management plans. The plan shall address
those activities necessary to evaluate the treatment capabilities of the facultative pond
treatment system, the treatment and disposal potential of vineyard disposal area and
irrigation system, and any other treatment and disposal processes that could have a
significant influence on wastewater and groundwater quality. The purpose of this study
will be to provide the information necessary to define system capacities and limitations,
and to identify and comprehensively evaluate potential upgrades and improvements to
existing treatment and disposal management plans and systems that will protect
underlying groundwater from degradation by the discharge of process wastewater. The
workplan shall detail the location at which samples will be collected, sampling frequency,
and constituents to be analyzed.
c. A Groundwater Characterization Workplan that describes a plan to fully evaluate the
hydrogeology and water quality of shallow groundwater underlying the facility, the
relationship between the river and underlying shallow groundwater, the impact of
historical process wastewater discharge and other discharge practices on underlying
shallow groundwater, and the potential impacts of future wastewater discharges on
underlying shallow groundwater. If the workplan proposes to use existing domestic,
irrigation, or off-site monitoring wells, then the workplan shall clearly demonstrate why
the proposed wells should be used as part of the groundwater monitoring network,
provide well construction details (well logs, as-builts, down-hole investigations) for
proposed wells, describe when and how the well is pumped, and clearly justify why the
proposed well(s) is preferential to a dedicated monitoring well. The workplan shall
clearly identify the wells to be sampled, sampling frequency, and constituents to be
analyzed. The need for installation of additional monitoring wells shall be considered
and discussed in detail. If the installation of additional monitoring wells is found to be
necessary, the Groundwater Characterization Workplan shall include a Groundwater
Well Installation Workplan that describes the installation of additional properly located
monitoring wells to fully assess the potential impacts of future process wastewater
discharge on underlying groundwater. The Groundwater Well Installation Workplan
shall be prepared in accordance with, and shall include the items listed in, Section 1 of
Attachment A:Requirements for Monitoring Well Installation Workplan and Monitoring
Well Installation Reports.
3. If the Groundwater Characterization Workplan included a Groundwater Well Installation
Workplan, then by 1 March 2005, Robert Mondavi Corporation shall submit a Monitoring Well
Installation Report that contains the information described in Section 2 of Attachment A.
