In the central accumulation hazardous waste area : One blue 55 gallon poly drum containing an oily sludge was observed with the bung hole open One white 30 gallon poly drum containing an oily sludge was observed without a lid In the fabrication area , one white 5 gallon bucket containing oily metal fines with oil pooling on the bottom of the bucket was observed without a lid All hazardous waste containers shall be closed at all times except when adding or removing waste . Immediately close these containers and ensure all hazardous waste containers are closed when not adding or removing waste . This is a repeat violation , Class II . 501 CCR 66262 . 34 (f) Failed to completely label stationary hazardous waste tanks . The accumulation start date for the used oil tank was incorrect. Records show that there was a pickup after the 1 /24/2019 listed date . The used antifreeze tank was observed with a hazardous waste tank label missing the words " Hazardous Waste" and the accumulation start date . All hazardous waste tanks shall be marked with the words " Hazardous Waste " and the accumulation start date . Immediately ensure that all hazardous waste tanks are marked with the required information . This is a Class II violation. 502 CCR 66265 . 192 (x) Failed to comply with new hazardous waste tank system assessment requirements . Facility does not have a tank assessment for the used oil tank and the 150 gallon used antifreeze tank . The owner or operator of a hazardous waste tank shall obtain a written assessment reviewed and certified by an independent , qualified , professional engineer, registered in California attesting that the system has sufficient structural integrity, is acceptable for the transferring , storing , and treating of hazardous waste , and that the tanks and containment system are suitably designed . Immediately have an assessment prepared for the used oil tank and the 150 gallon used antifreeze tank . Submit a schedule showing when this will be accomplished to the EHD .
