SANJ O A Q U I N Environmental Health Department <br /> I Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PGR AUTO MECHANIC 4120 E FREMONT ST, STOCKTON September 19, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I.CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 101 CCR 66262.12 Managed a hazardous waste without an identification number. <br /> OBSERVATION: This business does not have an active hazardous waste ID number(CAL000415081)in the <br /> California Department of Toxic Substances Control(DTSC)database. <br /> REGULATION GUIDANCE: A hazardous waste generator shall not treat, store,dispose of,transport or offer for <br /> transportation, hazardous waste without having received an Environmental Protection Agency(EPA)Identification <br /> (ID)Number.A State EPA ID number is required for generators of less than 100 kg RCRA hazardous waste per <br /> month, less than 1 kg of acutely hazardous waste per month or any amount of non-RCRA hazardous waste. ID <br /> numbers are unique to a business and site location. <br /> CORRECTIVE ACTION: Go to the DTSC web site at https:Hdtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/ <br /> to reactivate your State ID number. Immediately reactivate your ID number and submit evidence to the San <br /> Joaquin County Environmental Health Department within 30 days. <br /> This is a repeat violation, Class IL <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Oily absorbent was observed on the ground surrounding the hazardous waste drums. One black <br /> metal 55 gallon drum of used oil and one blue metal 55 gallon drum of used antifreeze were observed with puddles <br /> of oil and antifreeze on top of the lids. <br /> REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire,explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air,soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean-up the oily absorbent and the tops of the drums. Manage the waste <br /> according to Title 22 California Code of Regulations for hazardous waste.
