Airport Way <br /> Manteca, CA 95337 <br /> Notice - Summary of Options and Questions & Answers Related to Pending Offer of <br /> Replacement Water, North Airport Way, Manteca <br /> The California Regional Water Quality Control Board, Central Valley Region (Central Valley <br /> Water Board) has taken the lead on investigating and mitigating the environmental issues <br /> caused by the unauthorized release of petroleum fuels from the Frank's One Stop gas station at <br /> 2072 West Yosemite Avenue in Manteca under the Emergency, Abandoned and Recalcitrant <br /> Program. The Central Valley Water Board contracted with GHD Inc. who has been operating <br /> granulated activated carbon (filter)filtration systems on eleven private domestic water supply <br /> wells along Airport Way to remove Methyl t-butyl ether(MtBE) from impacted domestic water <br /> supply wells. Use of GAC to remove MtBE began in 2001 and the State of California has been <br /> monitoring and maintaining these systems now for over 15 years. Although concentrations of <br /> MtBE in the private domestic wells have fluctuated, natural reductions in pollutant <br /> concentrations have not been as rapid as hoped. We are therefore proposing to take additional <br /> steps to insure that the public has access to reliable potable water. <br /> Although the GAC systems meet the requirements for drinking water, the systems need regular <br /> maintenance and have limited service lives. The Central Valley Water Board will connect your <br /> property to the available public water supply, if you sign and return the enclosed Agreement, <br /> and is going to stop providing maintenance and monitoring of the filter systems. In February <br /> 2016 the Central Valley Water Board sent out Fact Sheets notifying people in the neighborhood <br /> around Frank's One Stop gasoline station of the proposal. <br /> The Central Valley Water Board plans to offer you City of Manteca piped water as a permanent <br /> alternative to the filters and to destroy your well under County permit. Destruction of the no <br /> longer needed supply wells is necessary to prevent them from acting as conduits for <br /> contaminant migration. The following table summarizes potential costs and issues related to <br /> options available to you; 1) you may pay for continued treatment yourself, 2) you may drink <br /> untreated water, or 3) you may sign the enclosed agreement in which case the State will then <br /> cover the costs to connect your property to the city water system and properly destroy your <br /> existing well. The State of California assumes no liability in the event you choose to not be <br /> connected to the available public water service. After the connection to City of Manteca water <br /> service is made, you will be responsible for the monthly water service charges. <br /> The table below provides estimated costs for use of City of Manteca water compared to costs <br /> for maintaining the treatment systems and potential concerns you should consider before <br /> KG L E.
