SANJ O A Q U I N Environmental Health Department <br /> COUNTY— <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> YANG SEE AUTO SERVICE 540 N GRANT ST, STOCKTON August 06 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Observation: Used oil filters observed draining into a 55 gallon container with used oil found in garage 18. <br /> Manager states that he takes his oil filters to Autozone on 1100 N Wilson Way, Stockton, an acceptable drop-off <br /> point. <br /> REGULATION: Used oil filters shall be drained of free-flowing oil, stored in a closed, rainproof container, labeled as <br /> "drained used oil filters," and marked with an accumulation start date. <br /> CORRECTIVE ACTION: Immediately and completely drain filters by puncturing/crushing/depressing rubber gasket <br /> and ensure that all used oil filters are managed in this way. <br /> Please attempt to keep a log or request a receipt when dropping off oil filters to Autozone. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by September 5th. <br /> Inspector provided: household hazardous waste brochure, contingency plan form, hazardous waste minimum <br /> requirement sheet <br /> Waste streams observed: used oil, used oil filters, used absorbent <br /> Note: The following items were corrected on site during the inspection: <br /> Item 1: No modified contingency plan and no emergency coordinator. <br /> OBSERVATIONS: The facility did not have a modified contingency plan or an emergency coordinator.
