HEALTH AND SAFETY PLAN <br /> Pacific Gas and Electric Company is dedicated to ensuring that its employees and contractors work within <br /> a safe and healthy environment at potentially hazardous sites. All field personnel working on the project will <br /> be SARA-trained (Hazardous Waste Site Operations 40-hour training class). This Health and Safety Plan is <br /> prepared in accordance with 29 CFR 1910.120 and will be implemented during the soil sampling portion of <br /> the subsurface investigation described in this workplan. The requirements, specifications, and procedures <br /> presented in this plan will apply to all on-site personnel involved in the investigation including employees, <br /> contractors and sub-contractors, site visitors, and regulatory agency personnel. <br /> KEY PERSONNEL <br /> The Site Safety Officer/Project Manager will provide necessary training to site personnel in the use of safety <br /> and personal protection equipment and will manage the on-site monitoring program. The Site Safety <br /> Officer/Project Manager will have the authority to deny access to any individual without the proper training, <br /> medical release, or protective equipment required for the site conditions or those individuals disregarding <br /> site safety procedures. All site personnel involved in the investigation will be under the direction of the Site <br /> Safety Officer/Project Manager. The Site Safety Officer/Project Manager for this project at PG&E's Thornton <br /> Gas Dehydrator Station is Darrell Klingman (phone: 510-866-5883). <br /> HAZARD ANALYSIS <br /> The activities addressed by this health and safety plan include soil sampling while conducting exploratory <br /> soil borings. Although exposure to petroleum hydrocarbons at hazardous levels is very unlikely, these <br /> activities present a remote potential for exposure to potentially hazardous materials via dermal contact and <br /> inhalation. The probability of exposure is minimized because the subsurface soil sampling probe does not <br /> generate loose drill cuttings and the soil samples are collected and retained in sampling sleeves. <br /> The Site Safety Officer/Project Manager will establish an exclusion zone around the work area. Restricted <br /> activities inside the exclusion zone may be allowed depending on the results of field measurements taken <br /> during the course of the activities. Access within this zone will be limited to required personnel. <br /> Current enforceable and recommended exposure limits for potential site contaminants are presented in <br /> Table A-1.
