The findings are presented in a narrative report supported by relevant data and <br />provide a balanced summary of the Hazardous Materials and Waste Management program <br />performance during the prior 12 -month period. Strengths are noted and deficiencies evaluated <br />to set goals for the next year or longer-term future. <br />The annual review is presented to the Safety Committee by the end of the first quarter each <br />year. The Committee reviews and approves the report with all deliberations, actions and <br />recommendations documented in the minutes. Once the review is finalized the Safety Officer is <br />responsible for implementing approved recommendations in the report as part of the <br />performance improvement process. <br />H. ORIENTATION AND EDUCATION <br />Each new employee participates in a general orientation program, which includes information <br />related to the Hazardous Materials and Waste Management program such as the general <br />program and circumstances under which it is activated. <br />Education Services department is responsible for conducting the general orientation program <br />which is scheduled every month. When possible, attendance for general orientation is <br />scheduled to occur on the first day of work, however new employees may complete the <br />program anytime within the first thirty days of employment. Records of participation and <br />performance for each new employee are maintained by Human Resources. <br />New staff members also receive a department and job specific orientation to the department <br />where they are assigned to work. Department managers are responsible for providing new <br />personnel with a department specific orientation to the Hazardous Materials and Waste <br />Management program. The goal of the department specific orientation is to provide new <br />employees with current information regarding area specific issues and departmental <br />responsibilities. The new employee must complete their department specific orientation within <br />thirty days of beginning their employment. <br />All staff must participate at least once each year, in a mandatory continuing education <br />program, Annual Reorientation. Information specific to the Hazardous Materials and Waste <br />Management program is included within the scope of the continuing education program. The <br />annual education requirement is met by completing a self -study packet, viewing appropriate <br />training videos and completing a written examination. The Human Resources Department <br />tracks employee attendance and participation. <br />The Safety Officer/ Facilities Manager collaborates with the Human Resources Department and <br />individual department managers to develop content and supporting materials for general <br />orientation, department specific orientation and continuing education programs. The content <br />and supporting materials utilized for general and department specific orientation and <br />continuing education programs is reviewed at least annually and revised as necessary. <br />PERFORMANCE IMPROVEMENT <br />The Safety Officer/ Facilities Manager has overall responsibility for coordinating the performance <br />improvement standard process for the Hazardous Materials and Waste Management program <br />performance improvement standard process. <br />The Safety Officer/ Facilities Manger is responsible for establishing performance improvement <br />standards to objectively measure the effectiveness of the Hazardous Materials and Waste <br />Management program. The Safety Officer/ Facilities Manager determines appropriate data <br />sources, data collection methods, data collection intervals and analysis techniques. Report <br />formats for the performance improvement standards, human, equipment and management <br />performance are also evaluated by the Safety Officer to identify opportunities to improve the <br />Hazardous Materials and Waste Management program. The performance improvement <br />standards are communicated to appropriate staff at departmental meetings. <br />
