Pretreatment Industrial Users <br /> General Permit Conditions <br /> Page 6 of T <br /> superintendent, or a position of equivalent responsibility, or having <br /> overall responsibility for environmental matters for the company;and <br /> C. The written authorization is submitted to the City. <br /> 4. If an authorization under paragraph (3) of this section is no longer accurate <br /> because a different individual or position has responsibility for the overall <br /> operation of the facility, or overall responsibility for environmental matters for <br /> the company, a new authorization satisfying the requirements of paragraph <br /> (3) of this section must be submitted to the City prior to or together with any <br /> reports to be signed by an authorized representative. <br /> 24. Retention of Records: Permittee shall maintain all pretreatment records for a minimum of <br /> three years. The permittee shall retain records of all monitoring information, including all <br /> calibration and maintenance records and original strip chart recordings of all data used to <br /> complete the application for this permit, all sampling results including sampling and <br /> monitoring results taken for process control data,for a period of at least three years from the <br /> date of the sample, measurement, report or application. This period may be extended by <br /> request of the City of Stockton at any time. <br /> a. All records that pertain to matters that are subject of special orders or any other <br /> enforcement or litigation activities brought by the City shall be retained and <br /> preserved by the permittee until all enforcement activities have concluded and all <br /> periods of limitations with respects to any and all appeals have expired. <br /> 25. Non-Transferability: <br /> a. Wastewater Discharge Permits shall not be reassigned, transferred to or sold to a <br /> new owner, new user, different premises, or a new or changed operation without City <br /> approval <br /> b. In the event of any change in control or ownership of the land or wastewater <br /> discharge facility presently owned or controlled by the discharger to whom the Permit <br /> was issued, the permittee shall notify the succeeding owner or operator by a letter <br /> sent certified mail of the requirement to obtain a new Wastewater Discharge Permit. <br /> A copy of the letter must also be immediately forwarded to the City. <br /> C. Any new or succeeding owner shall also comply with the terms and conditions of the <br /> existing permit until a new permit can be issued. <br /> 26. Duration: <br /> a. Permits shall be issued for a specified time period, not to exceed 5 years. A permit <br /> may be issued for a period less than 5 years or may be stated to expire on a specific <br /> date. <br />
