11. Police Protection
Mr . David Yamada of the City Police Department
stated that the city provides law enforcement
services to the site. Hospital services such as
those offered by Kaiser will not require special
services or a change in the nature of services
offered by the City. Indirect growth related to
the services offered by Kaiser may increase the
future need for adequate police personnel.
12. Fire Protection
The City of Stockton has a fire protection rating
of Class 1 . Mr . Bill Ross stated that City
requirements for new construction will reduce
potential impacts as the hospital will conform to
adopted Uniform Building Code fire safety stand-
ards.
Response to the site would originate from Station
No. 11 located approximately 3 blocks away at Tam
O ' Shanter and Swain. Secondary response would
originate from Station No. 7 located at Hammer
Lane , west of Pacific Street and para-medical
response is available from the Station located at
Robin Hood and Pacific Street. Constructions
standards will meet uniform fire code requirements
as well as State standards regarding fire flow
prevention and suppression.
13. Traffic
TJKM Transportation Consultants has prepared a
detailed traffic study for the proposal which is
on file with the City of Stockton Planning
Department.
The trip rate of 279 trips per day per 10 , 000
square feet is taken from a similar Kaiser
facility in San Diego and documented in the San
Diego Traffic Generators Manual . The kind of
proposed land use mix tends to reduce trip
generation for private doctors in medical offices
because they can refer their patients to use
facilities that are on the site . The trip
generation is higher than for stand-alone hos-
pitals but much lower than for the combined rate
of hospitals and unassociated medical office
buildings. Daily and peak hour trip generation
for the project is summarized in the following
table.
19
