a
The Nest Water System Page 3
6. The enclosed Technical Managerial and Financial (TMF) Capacity Assessment Form
shall be completed and submitted to this office for review2.
7. Any well constructed for this facility shall comply with the well surface seal (pedestal)
specifications of the San Joaquin County Well Standards 4.10 and the Water Well
Standards State of California Bulletin 7 -81.
The following issues are not conditions of the public water system permit but are recommended
for consideration.
1. The use of low flow toilets and low water use equipment is recommended as a
conservation measure and to reduce the load on the existing septic systems.
2. The EHD encourages incorporation of a flow meter as part of the installation of a new
water source. This can be a useful tool in the overall water-monitoring program
3. The EHD strongly encourages that the well site be secured with fencing in a manner that
allows water system staff access for maintenance and operation.
4. The EHD strongly encourages that water line(s) for domestic use(i.e.hand washing,
toilets, showers, break rooms, drinking faucets, food preparation sinks, emergency wash
sinks/showers and the like.)be separated at the well from the water line(s)that supply
water for industrial, irrigation or fire suppression uses. An appropriate back-flow
prevention assembly shall be installed on the non-domestic use water line(s).
For final approval to place The Nest Water System into service an inspection of the facility
distribution system and new water source by EHD must be arranged. Call Adrienne Ellsaesser at
(209) 468-0343 or Willy Ng,RENS at (209) 468-3448 to schedule an inspection or for any
assistance or to answer any questions regarding this matter.
Donna Heran, REHS
Director of Environmental Health
Adrienne Ellsaesser, Lead Sr. REHS
Small Public Water Systems,Unit IV
Z According to the California Health and Safety Code section 116540, "no public water system
that was not in existence on January 1, 1998, shall be granted a permit unless the system
demonstrates to the Department that the water supplier possesses adequate financial, managerial,
and technical capacity to assure the delivery of pure, wholesome, and potable drinking water.
This section shall also apply to any change of ownership of a public water system that occurs
after January 1, 1998".
