It should be noted that the added settlement for <br />the proposed project is less than 1 foot out of the remaining 12 feet of settlement. <br />6 SOLAR PROJECT CONSTRUCTION CQA <br />A Construction Quality Assurance Program (CQA) will be implemented during construction. It <br />is recommended that a third party CQA Representative, hired by SEI, observe and document the <br />solar array installation. To assure that the cover will not be damaged during construction of the <br />solar arrays, the following CQA program measures will be implemented. <br />Pre-Construction – A pre-construction meeting will be held between SEI, the CQA <br />Representative, and the County to review the project installation process and expectations. SEI <br />will submit documents which describe the installation equipment and procedures as well as the <br />measure to be taken if damage to the landfill cover is identified by the CQA Representative. <br />Damage is defined as disturbance of the existing soil cover of more than 1-inch of depth. Repair <br />is defined as placement of soil or grading to restore the existing cover surface material in <br />accordance with the closure CQA Plan, page 275 of this PDF, and Specifications (Earth <br />Technology Corporation, 1993), page 209 of this PDF. <br />Construction – The CQA Representative (under the direction of a California certified <br />Professional Engineer or Geologist) will be present onsite full-time during earth work. Since the <br />solar work is on the surface of the cover and visible, full-time observation by the CQA <br />Representative will not be necessary. An initial topographic survey and post-construction <br />topographic survey will be performed by SEI to document construction settlement. The CQA <br />Representative will approve, observe, and document preparation and placement of the solar <br />arrays, associated equipment, and connecting wiring. Problems with the work will be discussed <br />with SEI and the County at meetings held as necessary to present the problems and implement <br />their correction. Weekly construction progress reports will be prepared by CQA and forwarded <br />to regulatory agencies upon request. The reports will consist of visual observation and a <br />photographic record created and maintained by the CQA Representative. <br />Post-Construction – SEI, the County, the regulatory agencies, and the CQA Representative will <br />conduct a post-construction inspection of the completed solar installation. Problems and repairs <br />will be identified and added to a punch list for SEI to complete. The CQA Representative will <br />verify completion of the punch list and will prepare a certification report documenting the earth <br />work and solar array installation. <br />7 COVER MAINTENANCE DURING CONSTRUCTION <br />During construction, drainage and cover maintenance will be performed by SEI. The drainage <br />and cover features for the landfill are shown on Figure 5. Drain pipes and surface ditches will <br />be inspected on an ongoing basis, in accordance with the construction SWPPP, for signs of <br />silting or blockage and will be cleaned when access to the location allows.
