L� <br />to constitute a Sampling and Analysis Plan as normally required by U.S. EPA. <br />Guidelines for preparing sampling plans are contained in "Preparation of a PRP <br />Sample Plan for U.S. EPA Region IX" October, 1987, and in "Interim Guidelines and <br />Specifications for Preparing Quality Assurance Project Plans" December 29, 1980. <br />Recommendation #2 Section I I& SHAD proposes to install 21 additional groundwater <br />monitoring wells at 12 locations. The rationales for these wells are listed in Table <br />11.0-1 (pg. 11-3) of the draft RI/FS report and are summarized below: <br />M The rationale for all three new wells to be located in the South <br />Balloon (PW1B, PW2C, PW3C) is plume definition. <br />■ The rationale for the two A -zone wells to be located in the central <br />area (MA, PG115A) is the downgradient exploration of high soil gas <br />areas south of, and adjacent to the IWTP, on the eastern edge of the <br />depot. <br />■ Three AB well clusters are to be installed downgradient of soil gas <br />peak locations on the west edge of the base near the runway ponds. <br />PW-6AB would be located upgradient and south of existing A -zone <br />well 423 and two well clusters (437 ABC and 407 ABC) that have <br />shown high TCE levels in the B- and C -zones. PW-7AB would be <br />located at the northwest corner of the runway, upgradient of existing <br />well cluster 507. PW-8AB is to be located upgradient of wells 411 A <br />and 444 ABC. Well 444 B has shown high TCE levels in the past. <br />■ Two clusters of A-, B- and C -zone wells and one C -zone well are to <br />be installed in the North Balloon area. PW-llABC is to be located <br />downgradient of well 439 and a nearby soil gas peak area. This <br />cluster is intended to provide plume definition. It is located <br />upgradient of well cluster '517 ABC, where TCE has been found in the <br />C zone at higher levels than in either the A or B zone. <br />PW-9ABC and PW -10C are located in the south central portion of the <br />North Balloon in the upgradient vicinity of well cluster 421 ABC.
