At that time <br /> you stated that the company may excavate the dump site and install a pond. The dump site is SWIS#39- <br /> CR-0022, 500 E Louise Ave, Lathrop. <br /> The site must undergo"clean closure" before excavating and developing the site. Clean closure is <br /> described below: <br /> Clean closure of a solid waste disposal site refers to the complete removal of all waste and waste <br /> residuals, including contaminated soils. A clean closure is generally defined as being successful <br /> when waste materials and residuals are removed to a point where remaining contaminant <br /> concentrations are at or below background levels or clean up levels established by the relevant <br /> regulatory agencies. <br /> A clean closure plan must be submitted to the San Joaquin County Environmental Health Department for <br /> approval 150 days before start of work at the site. Clean closure plan components are listed below: <br /> The minimum components of a clean closure plan should include, but not be limited to: <br /> o Site characterization; <br /> o Excavation and material management; <br /> o Confirmation of waste and degraded material removal; and <br /> o Postclosure maintenance and land use. <br /> The plan should be prepared by a registered civil engineer, a certified engineering geologist, or <br /> other qualified person depending on the complexity of the site.
