NSG
Procedure
LI -1
L,
Document Number: 909 R 5003
Rev: 13 Date: 6/10/13
EMERGENCY RESPONSE PROCEDURES
WHAT FACTORS DETERMINE WHETHER TO EVACUATE
The type and extent of the emergency may play an important role in determining whether
to order a partial or full evacuation of the facility. Asking the following questions may help
in making the correct decision.
• Does the emergency pose an immediate threat to human safety?
• Does an ongoing emergency create a situation that continued presence in the
area may hamper emergency response activities?
Are emergency response agencies requesting an evacuation?
WHO ORDERS AN EVACUATION
It is important to identify those individuals responsible for ordering an evacuation and
establishing lines of succession for carrying out evacuation functions. The type and time of
the emergency may dictate who orders an evacuation. Below are general guidelines for
individuals responsible for ordering evacuations.
Plant Management (Plant Manager, Human Resource Manager, etc.):
These members of the facility's management staff team may order partial or complete
evacuation of the facility for cause. Orders for evacuation should be relayed to the security
officer in charged and if appropriate, to the area managers.
Supervisors:
Generally, in those cases where the health and safety of workers are in eminent danger,
line supervisors may order an evacuation of the immediate area. Supervisors must
immediately notify the security officer on duty and plant management.
EHS Manager:
The EHS Manager is the facility's Incident Commander for emergencies related to the
release of hazardous chemicals / hazardous wastes. The EHS Manager may order a
partial or complete evacuation of the facility if the emergency is related to the release or
potential release of hazardous chemicals. The EHS Manager must notify the security
officer on duty and plant management.
H:\profile\My Documents\500 E. louise ave (CIA LOF)\9-25-13\909R5003 Emergency Response Procedures.doc
Page 8 of 67
Paper Copies are Not Controlled unless stamped in RED "Controlled Document'.
