Soil Cover Work Plan, Former Cullet Staging Area <br />Pilkington North America, Inc. <br />500 East Louise Avenue, Lathrop, CA a me a g ro u p <br />Antea Group Project No. PILKCU3215 <br />2.1 FORMER CULLET STAGING AREA, HISTORICAL AERIAL PHOTO REVIEW <br />The former cullet staging area is located south of the western part of the main glass plant (Figure 2). Historical <br />aerial photographs were obtained from Environmental Data Resources, Inc. (EDR) to research former uses of the <br />site. A review of the photographs appears to indicate that cullet was first placed on the storage area sometime <br />between 1963 and 1974. EDR Aerial photos are included as Appendix A. <br />Between 1974 and 1982, soil was excavated from east of and likely south of the staging area. A depression exists <br />to the east of the staging area and evidence of a former ponding area appears south of the staging area. It is likely <br />the excavated areas were used to obtain soil for the construction of an earthen berm/levee on the south side of <br />the railroad tracks between the plant and the staging area. The earthen berm/levee was either constructed with <br />the access road passing through it to the plant or to provide access to the former cullet staging area. Because of <br />the access road passing through the berm, the berm or levee would be ineffective in the event of flooding from the <br />Calaveras River which is located approximately 1.3 miles west-southwest of the site. <br />The cullet was removed from the site sometime between 1993 and 2005. Cullet is an essential component in the <br />manufacture of float glass, and as such, this stored material was utilized by the plant to produce finished product. <br />Photographs from 2005 and 2006 showed that the cullet storage area had been graded flat. The area of <br />excavation east of the staging area remains a rectangular shaped depression. <br />Based on a review of the historical photos and observations, the area previously used for cullet staging was east of <br />the west access road and south of the earthen berm/levee. For this work plan, the total area has been divided up <br />into three separate areas. These areas are identified on the attached Figure 2, and described below: <br />• Area 1: The southern portion of the area, approximately 167 feet in the east/west direction and 100 feet in the <br />north/south direction for an estimated area of 16,700 square feet. <br />• Area 2: The northwest portion of the former cullet storage area, approximately 420 feet in the north/south <br />direction and approximately 167 feet in the east/west direction for an approximate area of 70,140 square feet. <br />• Area 3: The northeast portion of the former cullet storage area (adjacent east of Area 2), approximately 177 <br />feet in the east/west direction and approximately 346 feet in the north/south direction for an approximate <br />area of 61,241 square feet. The combined total of the three identified areas is approximately 148,081 square <br />feet. <br />In addition to the use of the area for cullet storage and staging, inert materials such as old concrete foundations, <br />reinforcing steel, and plastic were observed in this area. Prior to implementation of a work plan, a general cleanup <br />of the site will be performed to remove exposed inert construction debris. <br />2 www.anteagroup.com <br />
