0 0 <br />CalRecycle <br />Closed Disposal Site Inspection Report (188) <br />I THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE (PRC) AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS (CCR) 1 <br />x 120820 - Drainage and Erosion Control <br />Comments: Photos taken onsite show glass waste, metal waste, plastic waste from the manufacturing of glass <br />and, wood waste on the surface of the ground. Minimum state standards are not being met because of the <br />exposed waste. The majority of the exposed waste is located about 200 ft south of the southern Pilkington <br />perimeter fence. Weather conditions have caused soil erosion and new waste has surfaced onto the ground. <br />- This section requires that Drainage and Erosion controls be in place and maintained to: <br />(1) ensure integrity of roads, structures, and gas monitoring and control systems; <br />(2)* prevent safety hazards; and <br />(3)* prevent exposure of waste. <br />- Pilkington has informed the EHD that soil will be placed over waste on the surface of the ground. The EHD <br />recieved a drawing showing how the soil will be placed. The plan shows at the center, soil will be approximately <br />3 feet in height and will have a 1 percent slope that ends with a foot of soil at the edges. Pilkington believes the <br />soil cover with grading should be implemented by October 31, 2013. <br />- Prior to begining work Pilkington must submit a complete plan to the EHD which includes the location from <br />where the soil is from and a map showing where the soil cover will be placed. <br />Quarterly Inspection was conducted on this date. <br />Notes: <br />1.) Access onto the site from Murphy Rd is restricted. Keys to obtain access to this site can be obtained from a guard <br />shack located at the entrance of the Pilkington facility located on 500 E. Louise Ave. Facility contact Ben Cuthbertson <br />should be contacted prior to site visit. <br />
