This Order shall serve as a National Pollutant Discharge Elimina- <br /> tion System permit pursuant to Section 402 of the Federal Water <br /> Pollution Control Act, or amendments thereto, and shall take ef- <br /> fect ten days from the date of hearing provided the Regional <br /> Administrator has no objections. <br /> IT IS HEREBY ORDERED, that Johns-Manville Products Corporation of <br /> California, in order to meet the provisions contained in Division 7 <br /> of the California Water Code and regulations adopted thereunder and <br /> the provisions of the Federal Water Pollution Control Act and regu- <br /> lations and guidelines adopted thereunder, shall comply with the <br /> following- <br /> A. Prohibition: <br /> The discharge of wastes other than cooling water to surface <br /> waters or surface water drainage courses is prohibited. <br /> B. Effluent Limitations ; Discharge Sites 001 and 002: <br /> 1. The discharge shall not have a pH less than 6.5 nor greater <br /> than 8.5. <br /> 2. The maximum daily discharge shall not exceed 190,000 gallons. <br /> 3. Bypass or overflow of untreated or partially treated waste <br /> is prohibited. <br /> 4. The temperature of the discharge shall not exceed 860 F. <br /> 5. The discharger shall use the best practicable cost effective <br /> control technique currently available to limit mineralization <br /> to no more than a reasonable increment. <br /> 6. The maximum temperature of the discharge shall not exceed the <br /> background receiving water temperature by more than 200F. <br /> 7. The discharge of an effluent in excess of the following <br /> . limits is prohibited- <br /> 30-Day 7-Day Daily <br /> Constituent Units Average Average Maximum <br /> Suspended Matter mg/l 20 30 45 <br /> lbs/day 22 32 47 <br /> C. Receiving Water Limitations: <br /> 1.
