CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 94-051 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> JOHNS-MANVILLE MANUFACTURING, INC., <br /> JOHNS-MANVILLE ASBESTOS/CEMENT PIPE CORPORATION <br /> AND <br /> FORMOSA PLASTICS, USA <br /> FOR THE CLOSURE AND POST CLOSURE MAINTENANCE OF <br /> SURFACE IMPOUNDMENTS AND UNCLASSIFIED LANDFILLS <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1. The 143-acre facility is owned and operated by Formosa Plastics, USA, a subsidiary of <br /> the Formosa Plastics Group. The manufacturing plant opened in 1957, under ownership <br /> of the Johns-Manville Sales Corporation. In 1983, the corporation was split into two <br /> organizations, the Johns-Manville Manufacturing Corporation and the Johns-Manville <br /> Asbestos/Cement Pipe Corporation. The company was sold to its present owners in <br /> 1983, at which time the A/C pipe equipment was shipped to China. The Johns-Manville <br /> Manufacturing Company, Inc., and Johns-Manville Asbestos/Cement Pipe Corporation <br /> and Formosa Plastics are hereafter jointly known as Discharger. <br /> 2. The following documents have been submitted: a Report of Waste Discharge, dated <br /> 29 April 1980; Results of Chemical Tests on Water & Soil Samples, dated 24 January <br /> 1985; a Report of Disposal Site Information, dated 17 March 1986; a Report of Waste <br /> Discharge, dated 18 March 1986; a Solid Waste Water Quality Assessment Test, dated <br /> 28 June 1990; a Surface Soil Assessment Report, dated 5 October 1990; a Focused <br /> Report of Waste Discharge, dated 21 December 1992; and Closure and Post-Closure <br /> Plans, dated 21 December 1992. <br /> 3. The facility is currently unregulated by waste discharge requirements (WDRs). Previous <br /> WDRs Order No. 85-005, NPDES Permit No. CA0004464, was rescinded by Order No. <br /> 87-195 because the Discharger ceased discharge to the nearby creek (Littlejohns Creek) <br /> and closed its asbestos/cement (A/C) pipe manufacturing process in 1987. <br /> 4. The facility, comprised of Assessor's Parcel Number 171-280-39, is about two miles <br /> south of the City of Stockton, in Section 24, TIN, R6E, Mount Diablo Base and <br /> Meridian (MDB&M), as shown in Attachment A, which is incorporated herein and made <br /> part of this Order. <br />
