WASTE DISCHARGE REQUIREMENTS -5- <br /> JOHNS-MANVILLE MANUFACTURING, INCORPORATED <br /> JM A/C PIPE CORP. <br /> FORMOSA PLASTICS, USA <br /> SAN JOAQUIN COUNTY <br /> 24. Surface drainage is west-southwest to North Littlejohns Creek, tributary to French Camp <br /> Slough which flows into the San Joaquin River. <br /> 25. Beneficial uses of surface water are domestic, municipal, agricultural, and industrial <br /> supply; recreation; esthetic enjoyment; fresh water replenishment; and preservation and <br /> enhancement of fish, wildlife and other aquatic resources. <br /> OPERATION AND DESIGN OF FACILITIES <br /> 26. The Discharger ceased A/C pipe production in July, 1987. The Discharger still produces <br /> PVC pipe at the facility, but the process is a completely closed system where all of the <br /> water is recycled and no process wastewater is generated. Currently, water from an air <br /> compressor after-cooler and condensation water from the office air conditioning system <br /> are use in a sprinkler system that periodically wets down the waste in the surface <br /> impoundments to reduce the chance of asbestos particles becoming airborne. Once the <br /> closure of the surface impoundments begins the sprinkler system will be removed. <br /> 27. While A/C pipe was being produced, the facility impounded the process wastewater from <br /> the A/C pipe slurrying process, the heat exchanger cooling water, and the boiler plant <br /> steam condensate. The impoundment facilities consist of two unlined settling and <br /> evaporation/percolation basins, approximately 1100 feet x 60 feet x 18 feet deep, <br /> constructed of earthen embankments. <br /> CEQA CONSIDERATIONS <br /> 28. The action to adopt WDRs for this facility is exempt from the provisions of the Califor- <br /> nia Environmental Quality Act (Public Resources Code Section 21000, et seq.), in <br /> accordance with Title 14, CCR, Section 15301 for existing facilities. <br /> OTHER LEGAL REFERENCES <br /> 29. The Discharger is required to submit a Corrective Action Plan (CAP) pursuant to Chapter <br /> 15, Article 5 requirements to address the contamination problem. <br />
