11 <br /> WASTE DISCHARGE REQUIREMENTS -9- <br /> JOHNS-MANVILLE MANUFACTURING, INCORPORATED <br /> JM A/C PIPE CORP. <br /> FORMOSA PLASTICS, USA <br /> SAN JOAQUIN COUNTY <br /> 4. Vegetation shall be planted and maintained over each closed landfill unit. Vegetation <br /> shall be selected to require a minimum of irrigation and maintenance and shall have a <br /> rooting depth not in excess of the cover thickness. <br /> 5. Closed landfill modules shall be graded to at least a one percent grade and main- <br /> tained to prevent ponding. <br /> 6. Areas with slopes greater than ten percent, surface drainage courses, and areas subject <br /> to erosion by wind or water shall be designed and constructed to prevent such <br /> erosion. <br /> SURFACE IMPOUNDMENT CLOSURE SPECIFICATIONS <br /> 7. The Discharger shall close the surface impoundments according to one of the two <br /> following methods. First, if the Discharger removes all residual wastes, including <br /> liquid sludges, precipitates, settled solids, and adjacent natural geologic materials <br /> contaminated by wastes, then these wastes must be taken to an approved disposal site. <br /> Alternatively, if the Discharger leaves the existing wastes in place, then the surface <br /> impoundments shall be closed as landfills pursuant to the above-listed Landfill <br /> Closure Specifications. <br /> 8. After closure of the surface impoundments is complete, no wastes of any kind may <br /> be placed in or on the closed disposal areas. <br /> D. Provisions <br /> 1. The Discharger shall, in a timely manner, remove and relocate any wastes discharged <br /> at this facility in violation of this Order. <br /> 2. The Discharger shall notify the Board in writing of any proposed change in owner- <br /> ship or responsibility for the facility. This notification shall be given 90 days prior to <br /> the effective date of the change. <br /> 3. The Discharger shall comply with Monitoring and Reporting Program No.94-051, <br /> which is attached to and made part of this Order. <br /> 4. The Discharger shall submit a Corrective Action Report which demonstrates that <br /> actions taken to close all waste management units will prevent a release of asbestos <br />
