Lodi City Landfill November 16,2011 <br /> North of Awani Drive,Lodi,California Project No. 104690061 <br /> Their report stated that the northern half of Lot No. 1 received fill with a very high organic con- <br /> tent and at the time of the investigation, the material was near saturation and a strong odor was <br /> noted. It was stated that decomposition of wastes was in progress and that gasses were probably <br /> being generated which may build up locally and because the fill is not uniform gases may move <br /> laterally through the fill and distribution may be random; therefore venting systems were rec- <br /> ommended. Kleinfelder proposed to construct a gas collection system (trench filled with clean <br /> gravel) at the northern portion of the site (placed near the center of Lot 1 running in an east-west <br /> direction to within approximately 50 feet of the river) to collect gas migrating from the north <br /> onto the proposed building sites. The plate referred to in their report showing the locations of the <br /> test pits was missing. The test pit logs are confusing since they look like boring logs and state <br /> "Boring Terminated 18 foot depth, Test Pit Excavated 2-16-83." <br /> In September 1988,Kleinfelder prepared a work plan titled "City of Lodi Landfill, Preliminary As- <br /> sessment Work Plan,Lodi, California."The work plan provided the following information pertaining <br /> to the history of the site. The City of Lodi Landfill is an approximately 3.7 acre site that at that time <br /> was reported to contain refuse mixed with soil to a maximum depth of approximately 20 feet.Wastes <br /> reportedly were disposed of at the site from approximately 1935 to 1955 and included lawn trim- <br /> mings,leaves,tree stumps and construction debris(concrete,asphalt,and rock). <br /> The work plan stated that based on the small size of the site and the high concentration of sandy <br /> soil mixed with the refuse (up to 90% in places), it appeared that the site contains less than <br /> 50,000 cubic yards of refuse. "Therefore,preliminary assessment activities were proposed to as- <br /> sess the potential of hazardous wastes leaking from the landfill. If no evidence of hazardous <br /> waste in or under the landfill is found in the preliminary assessment, this site may be eligible for <br /> deletion from the list of landfills required to perform Solid Waste Assessment Tests (SWATS) un- <br /> der the provisions of Section 13273 of the California Water Quality Act." <br /> The work plan proposed to advance four soil borings and convert one boring to a groundwater <br /> monitoring well. It was proposed to collect and analyze samples of the wastes, the soil/waste in- <br /> terface, and the vadose zone underlying the landfill; collect and analyze a groundwater sample <br /> from beneath the landfill; and collect and analyze surface water samples from the Mokelumne <br /> River upstream and downstream of the landfill. <br /> In March 1988, Mandeville & Associates, A Division of Kleinfelder prepared a report titled <br /> "Gas Investigation Residential Development, Lodi, California." Their report presented findings <br /> of an investigation "...to determine if organic material deposited had produced gases as a result <br /> of decomposition, determine gas migration limits, and to sample gas to determine quan- <br /> tity/quality and major constituents."The report stated that the top 2 feet of fill present during the <br /> earlier soils investigations (The Foundation Engineers, Inc. 1982, Kleinfelder, 1983) was re- <br /> placed with approximately 4 feet of "good Lodi dirt." The removal and replacement of soils <br /> reportedly occurred approximately in 1985 and the fill dirt was "not compacted other than that <br /> which normally occurs during grading." <br /> 104690061 R Snal.dm 6 <br />
