Data published by the U.S. Environmental <br /> Protection Agency indicate that metals account for approximately 8.7 percent of the refuse <br /> disposed to municipal landfills (EPA, 1988). Therefore, lead is likely a constituent of most <br /> municipal landfills.' <br /> Kleinfelder recommends that this landfill be granted an exemption from performing a Solid <br /> Waste Assessment Test, under the provisions of Section 13273.1 of the Porter-Cologne <br /> Water Quality Control Act.
