KLEINFELDER
This most likely reflects the presence of pieces of metal in the samples, as small pieces of
metal were observed throughout the waste. Data published by the U.S. Environmental
Protection Agency indicate that metals account for approximately 8.7 percent of the refuse
disposed to municipal landfills (EPA, 1988). Therefore, lead is likely a constituent of most
municipal landfills.'
Kleinfelder recommends that this landfill be granted an exemption from performing a Solid
Waste Assessment Test, under the provisions of Section 13273.1 of the Porter-Cologne
Water Quality Control Act. The landfill appears to have received less than 50,000 cubic
yards of waste, and does not appear to contain, or.be leaking, hazardous waste other than
pieces of metal debris.
137-88-1663 3
