BACKGROUND <br /> The following section summarizes available background information pertaining specifically to the <br /> Lodi City Landfill, as well as information for the adjacent westerly property since it is relevant to the <br /> planned subject investigation. Available information indicating the approximate locations of areas <br /> investigated is summarized on Figure 3 and background information is provided in Appendix A. <br /> In an August 1977 letter from the City of Lodi to the San Joaquin Local Health District, it was <br /> indicated that two sites, one being the Lodi City Landfill, referred to as the "Old City Disposal <br /> Site" should be exempt as solid waste disposal sites. The letter provided a brief summary of the <br /> history of the Lodi City Landfill as follows. The site was indicated as being located at <br /> 105 E. Turner Road and had been used by the City of Lodi for over 25 years primarily for the <br /> disposal of street sweepings and leaves. At the time the letter was prepared it was indicated that <br /> the site was no longer being used except for the temporary storage of street sweepings, broken <br /> concrete and pavement, and other miscellaneous debris. The letter stated, "This material is <br /> picked up and taken to the County's Harney Land dump site on a weekly basis for final disposal. <br /> The City of Lodi is in the process of arranging for the composting, recycling, and removal of all <br /> the leaves located at this site." <br /> In a February 1978 letter from the City of Lodi to the San Joaquin Local Health District titled <br /> "Old City Dump Site, Southern Pacific Railroad and Mokelumne River" it was indicated that the <br /> City of Lodi was not longer using their old dump site on the Mokelumne River for disposing of <br /> debris and that the City would be removing all of the leaves at the old dump by May 1979. <br /> In November 1982, The Foundation Engineers, Inc. (Foundation Engineers) prepared a report <br /> titled: "Preliminary Geotechnical Engineering Investigation, Proposed Residential Develop- <br /> ment, Lodi, California." The purpose of their investigation was to evaluate the foundation <br /> materials and the subsurface conditions of the site in anticipation of future possible residential <br /> development consisting of six lots for single-family residences. <br /> 104690061 R final"doc 4 N/ft 0&M00r P- <br />
