STATE OF CALIFORNIA California Integrated Waste
CIWMB 3 (Rev. 4/04) Management Board
INSPECTION REPORT ADDENDUM PAGE 2 OF 2
AGENCY CONDUCTING INSPECTION: San Joaquin County Environmental Health Department
SITE NUMBER: 39-AA-0012 INSPECTOR: Garrett Backus
SITE NAME: Windeler Ranch
RECEIVED BY
INSPECTION DATE: October 26, 2006 OPERATOR
COMMENTS:
A routine inspection was done on this day.
1)Area of Concern—T27 CCR 21190—Postclosure Land Use—Approximately 20 truck loads of agricultural waste is
stored in piles on the property. The waste is located immediately north of the glass dumping pit and south of the levee.
The agricultural waste includes grape pumice and wood shavings. Soil and concrete blocks are also stored in the same
area.
Use of this site for solid waste disposal requires a solid waste facility permit from the San Joaquin County Environmental
Health Department(EBD). Stockpiling of waste for greater than six months is considered disposal of the waste.
Use of this site for storage of compostable materials which reach 122°F also requires a solid waste facility permit from
the EHD. A pile of agricultural waste which heats up to 122°F or above is considered compost. Compostable materials
must be processed within seven days of being received at the site.
Either move the waste to a permitted landfill for disposal or obtain a solid waste permit from EHD. Call Garrett Backus at
(209)468-2986 with any questions,
INSPECTOR SIGNATURE: DATE:
