Board <br /> divisions are currently developing and coordinating key elements <br /> which may provide future direction. This direction may be as <br /> simple as publishing a set of adopted guidelines to LEAs and <br /> operators or as involved as recommending change to State law. <br /> Although each closed facility is unique, closure concerns for all <br /> are generally related, particulary in the requirement for <br /> protection of the environment, and protection of public health <br /> and safety. Informal staff discussions have been held at various <br /> times on the subject of closure and a "Requirements for Closure <br /> Plans for Solid Waste Disposal Sites" was produced. (bier and I <br /> are working on a revision, time permitting) . This guide is <br /> currently being used by staff and as an unofficial handout for <br /> LEA use. <br /> The most recent staff discussion on the subject of closure was <br /> held on 9/30/86 and set the basis for an ongoing, developmental <br /> staff dialogue among the permitting, technical review, and <br /> compliance sections. It is hoped this interaction will clarify <br /> and initiate appropriate addressal of closure concerns. <br /> The following are some examples of the various types of <br /> development currently seen on active, closed, and abandoned <br /> landfills: <br /> Examples <br /> 1. San Quentin Landfill - Marin Co. <br /> The San Quentin landfill is an operating landfill, which is <br /> currently being developed into an office park . <br /> - 0n 27 Sep 1985 Board staff met with the LEA to inspect the <br /> Captains Cove residential developments and movie theater on, and <br /> adjacent to, the old Smith Ranch Road Landfill in San Rafael . At <br /> that time the LEA requested that we also accompany him to look at <br /> the "improvements" being conducted at the San Quentin site. <br /> Staff was very surprised to see development in progress for an <br /> office/industrial park on a currently operating landfill. <br /> - The LEA was advised to revise the permit to reflect these <br /> changes and was informed of the steps he should require of the <br /> operator in regard to revision of the permit and proper closure <br /> of the facility. <br />
