Box 388 <br /> Stockton, California 95201-0388 <br /> RE: REVISED FORMAL WRITTEN REQUEST/NOTIFICATION <br /> SB 1248 (O'CONNELL) <br /> RESPONSIBLE PARTY SUPERVISION <br /> FORMER SPRECKELS SUGAR PLANT NO. 2 <br /> 18800 SOUTH SPRECKELS ROAD <br /> MANTECA,CALIFORNIA <br /> Dear Mr. Rowe, <br /> In accordance with the provisions of Senate Bill(SB) 1248 (O'Connell), which has been in effect <br /> since January 1, 1996, we are hereby providing the notification for your office to request to take <br /> regulatory lead on many of the areas of investigation at the above-referenced site. SB 1248 <br /> requires local agencies to provide the State of California Environmental Protection Agency <br /> Department of Toxic Substances Control (DTSC) and the appropriate State of California <br /> Regional Water Quality Control Board (RWQCB) with written notification at least 10 working <br /> days prior to entering into a remedial action agreement with a responsible party. This letter will <br /> serve as the formal written request to enter into said agreement as outlined below. <br /> In your letter dated July 25, 1997,your department requested the following: <br /> 1) The closure of the ponds at the above referenced site and any further investigation required <br /> pursuant to their closure is the responsibility of the Central Valley Regional Water Quality <br /> Control Board(CVRWQCB).
