Aft <br /> KLEINFELDER <br /> File No. 20-3978-O1.W10 <br /> July 26, 1997 <br /> 2.0 SITE SETTING <br /> 2.1 Site Location <br /> The Spreckels site is located in a portion of the Northern 1/2 of the Northeast 1/4 of Section 4, a <br /> portion of the Eastern 1/2 of the Southeast 1/4 of Section 4 and the Western 1/2 of Section 3 of <br /> Township 2 South Range 7 East of the Mount Diablo Baseline and Meridian. According to the <br /> 1987 photorevised U.S. Geological Survey "Manteca, California, East" 7.5-Minute Topographic <br /> Quadrangle Map, the property has an elevation of approximately 40 feet above mean sea level. <br /> However, the topography of the site varies extensively. According to a December 1996 <br /> topographic survey of the site by RLC Associates of Manteca (the basis of our attached boring <br /> location maps),the site has an elevation ranging from 38 to 68 feet above mean sea level. <br /> The overall former Spreckels Sugar Plant No. 2 property includes approximately 362 acres of <br /> property which were recently annexed to the City of Manteca. <br /> 2.2 Current Site Use And Vicinily Characteristics <br /> The project site is currently a non-operating sugar beet processing plant with associated former <br /> cattle yards, orchards, waste ponds etc... . The facility is currently undergoing demolition for the <br /> pending escrow. The site is bound to the north by Yosemite Avenue, to the south by the <br /> California State Highway 120 Bypass, to the west by Powers Avenue and residential <br /> development and to the east by California State Highway 99. The site vicinity could be <br /> characterized by mixed use, retail, light commercial, agricultural and residential property. <br /> 2.3 Proposed Site Development <br /> The property will be redeveloped as a 362 acre, mixed-use development called "Spreckels Park" <br /> (see the attached photoreduced copy of the Tentative Map). The current plans include the <br /> construction of Spreckels Avenue, which would run south and southwest from the current <br /> intersection of Cottage Avenue and Yosemite Avenue to Moffat Boulevard near the current <br /> southwest comer of the property. Seven lots of commercial property covering 48.0 acres would <br /> border the intersection of Yosemite Avenue and Spreckels Avenue and cover the current <br /> northeast corner of the property. South of the commercial development, bordered by Spreckels <br /> Avenue on the west and Highway 99 on the east, nine lots of industrial property are proposed <br /> constituting a 180.8 acre industrial park.
