May 6, 1997
Mr. Steve Rosenbaum
State of California
Regional Water Quality Control Board
Central Valley Region
3443 Routier Road, Suite A
Sacramento,California 95287-3098
Subject: Suspected Landfill Locations
Former Spreckels Sugar Plant No.2
18800 Spreckels Boulevard
Manteca,California
Dear Steve:
Enclosed you will find a copy of the report for the investigation of suspected landfill locations, prepared by
Kleinfelder, Inc. (File No. 20-3978-01.VTR9 dated February 24, 1997), for the former Spreckels Sugar plant in
Manteca. We are submitting this report for your review.
The findings in the report indicates two small disposal areas apparently existed on site. It is important to note that
this area of the property is intended for redevelopment for industrial/ light-industrial use. We do not believe the
disposal areas pose any concern to our development. Therefore, we respectfully request your review of the report
and request your comments to the following questions:
1. Is the characterization that was performed by Kleinfelder adequate for regulatory determination?
2. Given the intended post-closure use of the property(industrial) and the proposed means of dealing
with the waste (clean closure or closure in place), will there be any further requirements for
additional monitoring?
3. Does the RWQCB intend to issue any type of permit for this site?
4. In light of Kleinfelder's findings, do you foresee any specific requirements by the RWQCB for the
disposal areas?
If you have any questions,or need further information, please do not hesitate to contact me.
Very truly yours,
A"U-
RONALD L.CHEEK
RLC Associates
for ATHERTON KIRK DEVELOPMENT
cc: Mike AthertonVdr.'Ron Rowe,R.E.H.S.-San Joaquin County PHD/EHD
Tony Martin;Kleinfelder,Inc.
RLC:md
20-3978-01 WR91207LE139 Page I of I
