WASTE DISCHARGE RI*IREMENTS FOR <br /> RMC LONESTAR <br /> UNCLASSIFIED LANDFILL <br /> SAN JOAQUIN COUNTY Page 2 <br /> 9. The facility receives an average of 8 inches of precipitation per year. <br /> 10. The 100—year, 24—hour precipitation event for the facility is 2.3 inches, as calculated by the <br /> Department of Water Resources (DWR) from precipitation readings collected at the Tracy 2 <br /> SSE weather station. <br /> 11. Surface drainage is to Corral Hollow Creek. <br /> 12. The beneficial uses of these surface waters are domestic,municipal,agricultural, and industrial <br /> supply, and ground water recharge. <br /> OPERATION OF FACILITIES <br /> 13. The wastes specified in Finding 5, above, will be discharged to the base of the pit. The come <br /> back concrete slurry will be dried before discharge as specified in Discharge Specification B. 3. <br /> 14. The total capacity of this WMU is 336,000 cubic yards. <br /> 15. Current plans include closure of this waste management unit in the year 2009. <br /> CEQA CONSIDERATIONS AND OTHER LEGAL REFERENCES <br /> 17. The action to adopt WDRs for this WMU is exempt from the provisions of the California <br /> Environmental Quality Act(Public Resources Code Section 21000,et seq.), in accordance with <br /> Title 14, CCR, Section 15304. <br /> 18. The Water Quality Control Plan for the Sacramento River, Sacramento—San Joaquin Delta, and <br /> San Joaquin River Basins (5A, 5B, 5C) was adopted on 25 July 1975. This Order implements <br /> the water quality objectives stated in that Plan. Furthermore, this Order implements the <br /> prescriptive standards and performance goals of Subchapter 15, effective 27 November 1984. <br /> 19. All local agencies with jurisdiction to regulate land use, solid waste disposal, air pollution, and <br /> to protect public health have approved the use of this site for the discharges of waste to land <br /> stated herein. <br /> 20. The Board has notified the Discharger and interested agencies and persons of its intention to <br /> issue the WDRs for this facility. <br /> 21. In a public hearing,the Board heard and considered all comments pertaining to this facility and <br /> discharge. <br />
