It is between Tracy Boulevard and Mac Arthur Drive, south of the Western
Pacific Railroad in Section 16, T3S, R5E, MDB&M. The facility is owned and operated by RMC
Lonestar. Waste disposal activities are proposed for an excavated pit approximately 55 feet deep and
covering about 5-acres.
The Discharger proposes to discharge: broken and returned concrete from their concrete batch plants
in the area; clean soil; asphaltic concrete from the road repair operations and surplus from an on-site
asphalt batch plant; and come back concrete slurry, which consists of silt and sand that remains after
washing out concrete trucks at the end of day. These wastes are classified as 'inert waste' using the
criteria set forth in Subchapter 15. The come back concrete slurry will be stockpiled and allowed to
dry for 48 hours before it is discharged to the waste management unit(WMU).
Ground water beneath the WMU is approximately 30 feet deep. Surface water drainage is to tCorral
Hollow Creek, which flows through the site. Climate in the area is similar to that in the San Joaquin
Valley with summers hot and dry, and winters mild and wet. The average annual rainfall is
approximately 8 inches, and the 100-year, 24-hour precipitation event is 2.3 inches.
