INFORMATION SHEET <br /> RMC LONESTAR <br /> KERLINGER PLANT <br /> UNCLASSIFIED LANDFILL <br /> SAN JOAQUIN COUNTY <br /> The RMC Lonestar, Kerlinger Plant (hereafter Discharger) is a sand and gravel operation south of <br /> the City of Tracy. It is between Tracy Boulevard and Mac Arthur Drive, south of the Western <br /> Pacific Railroad in Section 16, T3S, R5E, MDB&M. The facility is owned and operated by RMC <br /> Lonestar. Waste disposal activities are proposed for an excavated pit approximately 55 feet deep and <br /> covering about 5-acres. <br /> The Discharger proposes to discharge: broken and returned concrete from their concrete batch plants <br /> in the area; clean soil; asphaltic concrete from the road repair operations and surplus from an on-site <br /> asphalt batch plant; and come back concrete slurry, which consists of silt and sand that remains after <br /> washing out concrete trucks at the end of day. These wastes are classified as 'inert waste' using the <br /> criteria set forth in Subchapter 15. The come back concrete slurry will be stockpiled and allowed to <br /> dry for 48 hours before it is discharged to the waste management unit(WMU). <br /> Ground water beneath the WMU is approximately 30 feet deep. Surface water drainage is to tCorral <br /> Hollow Creek, which flows through the site. Climate in the area is similar to that in the San Joaquin <br /> Valley with summers hot and dry, and winters mild and wet. The average annual rainfall is <br /> approximately 8 inches, and the 100-year, 24-hour precipitation event is 2.3 inches. <br />
